Drill a clean hole in the tank wall sized to the fitting's outer thread diameter. Insert the barbed body from the inside of the tank, place the gasket on the outside face of the panel around the thread shank, then thread on the lock nut and hand-tighten. In most cases, snug plus approximately a quarter turn is sufficient — avoid over-tightening plastic threads, which can crack the fitting body or strip the nut.

Generally yes — the barbed design is compatible with most flexible tubing types including silicone, vinyl (PVC), and polyurethane hose, provided the hose inner diameter matches the barb diameter.
