No — this is a trim kit (the visible parts: handle, shower head, tub spout, and faceplate). You will need a separate standard 1/2” rough-in valve that fits a 2-3/8” to 2-5/8” hole spacing. This trim kit is compatible with most universal pressure-balancing rough valves. If you are replacing an existing faucet, your old valve may work as long as it’s a pressure-balancing type.
