The cap is attached to a fixed base ring by a small flexible plastic hinge. You can flip the dome open (like a small hinged lid) to access the screw head, then press it closed again. The hinge is designed for repeated open-and-close cycles — far more practical than separate push-on caps that get lost the moment you remove them.

The plastic is formulated to resist aging and UV exposure for typical outdoor applications — garden furniture, planters, shed hardware, and similar uses.
